Disclosed is a proton conducting membrane (10) comprising a solid electrolyte (11) and glass fibers (12) dispersed in the solid electrolyte. The mass of the glass fibers (12) is reduced by 8 mass% or less when the glass fibers (12) are immersed in 10 % hydrochloric acid at 96°C for 24 hours. The average fiber diameter of the glass fibers (12) is within a range from 0.1 µm to 10 µm, and the average fiber diameter and the average fiber length of the glass fibers satisfy the following relationship: 50 = (average fiber length)/(average fiber diameter) = 5000.
