PROBLEM TO BE SOLVED: To provide an image search device and an image search method for quick search among multiple data images, especially, compressed images. SOLUTION: This image search device is provided with a reference image storage device 2 storing a reference image, a data image storage device 5 storing a data image, a reference range decision means 3 deciding a section (reference range) between a maximum value C<SB>max</SB>and a minimum value C<SB>min</SB>of a luminance value of every pixel included in the reference image stored in the reference image storage device 2, a sample data pixel set extraction means 7 extracting a part (sample data pixel set) of a pixel set included in the data image stored in the data image storage device 5, a candidate image decision means 4 deciding the image data as a candidate image when a relationship between the sample data pixel set and the reference range satisfies a predetermined requirement, and an image selection means 8 comparing details between the candidate image and the reference image for selecting an image same as or similar to the reference image.
