<p><P>PROBLEM TO BE SOLVED: To provide a data rate conversion device which is simple in configuration and capable of shortening a processing time required for converting a data rate. <P>SOLUTION: An information recording/reproducing device 100 is equipped with a data rate conversion unit 190 which converts the data rate of TS data, extracts TS packet data as to dynamic images from the TS data, and converts the data rate of dynamic image data which are composed of the extracted TS packet data and in an elementary stream format. The information recording/reproducing device 100 creates the converted TS packet data for constituting dynamic image data whose data rate is converted so as to convert the data rate of the dynamic image data of the TS data recorded in a DVD 10 or an HD 20, and incorporates the created converted TS packet data into the TS data retaining characteristics concerning the data arrangement of each packet data containing the dynamic image data in the TS data. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
