PROBLEM TO BE SOLVED: To obtain a heavy metals elution prevention agent which is capable of effectively preventing the elution of heavy metals such as arsenic, selenium, hexavalent chromium and lead which are hard to treat heavy metals by simultaneously treating them with a small amount of the addition of the agent, to provide an elution method using it and to provide its apparatus. SOLUTION: The heavy metals elution prevention agent contains a dithiocarbamate and an iron salt that are slightly soluble in water. The dithiocarbamate is a transition metal salt of a powdery dithiocarbamate, and the iron salt is a powdery ferrous salt. The heavy metal elution prevention method is to add the powdery dithiocarbamate and the iron salt that are slightly soluble in water to the material to be treated containing the heavy metals. Either one or both of the dithiocarbamate or the iron salt that are slightly soluble in water can be added to the material to be treated after mixing it with one or more selected from cement, porous aluminium silicate porous aluminum silicon dioxide and silica sand.
