PROBLEM TO BE SOLVED: To solve the following problems: a heavy load is imposed on an rotational operation; and a very heavy support body has to be moved upward. SOLUTION: A long outer cylindrical body 3 opened downward is rotatably and externally fitted into a self-supportable short inner cylindrical body 4; a nut 6 is arranged in the center of the inside of the outer cylindrical body 3 and above the inner cylindrical body 4, and fixed to the outer cylindrical body 3; a lower end of a bolt 7, which is screwed into the nut 6, is fixed to a guide body 8 which is provided in the inner cylindrical body 4 in a vertically movable and unrotatable manner; an anti-coming-off plate 12 with a length larger in dimension than diameters of latching holes H and Ha is oscillatably attached to a lower end, protruding with respect to the lower part of the inner cylindrical body 4, of a connecting member 11 provided in the lower part of the guide body 8; and locking implements 13 and 13a for lateral frames 2 and 2a of a temporary fence body 2 are provided in the upper and intermediate part of the outer cylindrical body 3. Thus, operability is enhanced by having the load in the rotational operation reduced both because an operating posture can be turned into an upright posture so that the rotational operation of the long outer cylindrical body 3 can be performed, and because the bolt 7, the guide body 8, the connecting member 11 and because the anti-coming-off plate 12, which are moved upward, are very lightweight.
