PROBLEM TO BE SOLVED: To obtain a reinforcing fiber substrate that provides a composite material having not only excellent handleability such as shape stability, etc., but also high mechanical properties and has excellent impregnation properties of matrix resin and a preform and to provide methods for producing them. SOLUTION: The reinforcing fiber substrate comprises a reinforcing fiber yarn group obtained by arranging at least continuous reinforcing fiber yarns in one direction in parallel in which spaces passing through the reinforcing fiber yarns in the thickness direction of the reinforcing fiber substrate are formed.
