The invention relates to a coupling device for a construction element of the type of the handrail or barrier at a grade crossing, and to a construction element comprising the same. According to the invention, the device consists of a housing (1) having a supporting piece (2) therein, said piece having a cover (4) wherein there is mounted an inner smooth plug (h), of a main bolt (3), wherein there penetrates a profiled indexing and fixing head (r) of a screw (7) which cooperates with a nut (8). In the housing (1) there is introduced a screw (6) which cooperates with a nut (5). The secondary bolt (9) cooperates with a nut (10) secured in a sleeve (11). The construction element comprising the device claimed by the invention has at least one support (14) ending with a threaded or smooth plug (d') for joining with the threaded or smooth portion (a) of the housing (1), and at least one main body (15) wherein there is mounted the sleeve (11) and wherein there is cut a hole (k') in front of which there is located the nut (10) whereto the secondary bolt (9) is secured.
