To allow a user to easily designate any frame when editing video the frame rate (vertical scan frequency) of which has been changed. A data processing apparatus comprises a receiving part for receiving signals of a first video in which a plurality of pictures are to be displayed by a first frequency; an encoder for generating, based on signals, a data stream of a second video in which a plurality of pictures are to be displayed by a second frequency that is different from the first frequency; and a recording part for recording the data stream into a recording medium. The encoder generates picture data corresponding to each of the plurality of pictures; first time information indicative of the display time when the display is performed by the first frequency; and second time information indicative of the display time when the display is performed by the second frequency. The encoder then stores the first and second time information and the picture data of the pictures to be displayed based on the first time information with the first and second time information and the picture data associated with each other, and generates a data stream.
