Data is transmitted from a portable handheld device ("HHD") (Fig. 14/15) at a remote site to a control facility using wireless data transmission. In response, the control facility creates and sends a measurement instruction or command to the HHD (Fig. 14/15). The command sent to the HHD (Fig. 14/15) can be based at least in part on the data previously received from the HHD (Fig. 14/15).
