A ultrasonic treating device and a ultrasonic treating method capable of treating a part to be treated without using drugs. The device comprises a treating tank (11) for immersing a part to be treated into a medium, ultrasonic elements (m1-m4) generating ultrasonic waves, and a diffusion device for diffusing ultrasonic waves generated by the ultrasonic elements (m1-m4). Since ultrasonic waves generated by the ultrasonic elements (m1-m4) are applied to the medium in the treating tank (11) to decompose the medium and produce hydroxyl radicals, the part to be treated can be treated without using drugs. The diffusion device receives ultrasonic waves generated by the ultrasonic elements (m1-m4) to diffuse them and apply them to the part to be treated, therefore the part to be treated can positively be treated.
