The unit has a base unit (11) with two fixed cylindrical parts (13, 14) and a stopping unit (16), and a rotating unit (40) with a cylindrical mobile part (41) turning the unit (40) with interposition of viscous fluid between the mobile and fixed parts. A heart shaped cam (30) turns around the cylindrical parts. A restoring device (20) placed between the base unit and cam restores the cam rotation towards the unit (16). An independent claim is also included for an opening-closing control device disposed between a main part of a body and a mobile part that undergoes an opening and closing actions with respect to the main part of the body and that is constantly restored in the opening direction, so that shock absorbing and blocking effects are given to the mobile part.
