PROBLEM TO BE SOLVED: To provide a data communication system and a terminal device with which mobile communication can be received with an unspecified number of terminals when executing the mobile communication between a base station and the terminals. SOLUTION: The data communication system 10 including the terminals 30-1 to 30-6 and the base station 20 is composed so as to execute the mobile communication between the base station and the portable information terminals. A frequency band assigned to the base station 20 is divided into a plurality of the frequency bands at prescribed intervals. Each frequency band is time-divided into a plurality of channels. The base station 20 includes: a means, which sets at least one of a plurality of the frequency bands as a common down-channel common to an unspecified number of the terminals for executing the mobile communication via the base station; and a means for distributing broadcast data from the set common-down channel. The terminals 30-1 to 30-6 include a data reception processing means for executing reception processing of data including the broadcast data transmitted from the base station.
