PROBLEM TO BE SOLVED: To provide a fuel cell having a new PtRu catalyst having a particle diameter of less than 5 nm at a fuel electrode. SOLUTION: In the fuel cell having at least the fuel electrode, an oxygen electrode, and a solid polyelectrolyte film interposed between the fuel electrode and oxygen electrode, the fuel electrode includes a catalyst in which ternary-system fine particles expressed by the following general formula PtRuP (in the formula, an atomic ratio of Pt and Ru is 40:60 to 90:10, and a content ratio of P is within the range of 2 mol% to 50 mol% to the total mol number of Pt and Ru) are carried on a carbon nanotube.
