PROBLEM TO BE SOLVED: To securely bury an anchor member in a concrete building with facilitated construction efficiency. SOLUTION: A first tool 1 for forming a space S is disposed between the end face of the anchor member 3 buried in the concrete building and the face of a mold 4, and a concrete 5 is filled in the mold 4 and solidified. After the concrete is solidified, the first tool 1 is removed, and a second tool 2 for reinforcement is mounted in the space S. By using the anchor member 3 through the second tool 2, temporary installation structures 7 and 8 are constructed on the concrete building, the second tool 2 is removed after the temporary installation structures 7 and 8 are dismantled, and the space S is filled with a filler to construct the concrete building.
