PROBLEM TO BE SOLVED: To provide a thermal insulation panel superior in ease of installation, without causing falling of a tile. SOLUTION: A locking projection part 4 to be locked by fitting a locking recessed part 5 arranged on a reverse surface of the tile 3, is formed on a surface of a metallic plate 2 arranged on one surface of a thermal insulation material 1. The tile 3 can be held on the surface of the metallic plate 2 by locking of the locking recessed part 5 to the locking projection part 4 by installing the tile 3 on the thermal insulation panel 10 by locking the locking recessed part 5 of the tile 3 on the locking projection part 4 of the thermal insulation panel 10. The thermal insulation panel 10 before installing the tile 3 can be installed on a building backing, and construction is easily performed by reducing weight. A joint adjustment such as securing linearity of a joint formed between the adjacent tiles 3 and 3, can be easily made by constructing the tile 3 to the thermal insulation panel 10 installed on the building backing.
