PROBLEM TO BE SOLVED: To provide an aperture sealing plate, having a pressure valve and an electronic component using the same for maintaining the function of the electronic component by releasing the gas generated within the electronic component to the outside of a case. SOLUTION: In the aperture sealing plate, provided with a through-hole at a part thereof having a terminal and a pressure valve formed of an elastic material for closing the through-hole, the elastic material includes a carbon nanofiber, the fiber diameter is 0.1 to 0.5μm, the fiber length is 1 to 30μm, and the ratio of the fiber length to the fiber diameter is 3 to 300. The elastic material is formed of rubber and includes the carbon nanofiber of 10 to 80 wt%. Above-mentioned rubber includes a pressure valve made of EPT and/or IIR. Moreover, the aperture sealing plate having the pressure valve mentioned is used for electronic components, where the electronic component are capacitors, electric double-layer capacitors, and batteries.
