PROBLEM TO BE SOLVED: To develop a zinc compound having high stability in a wide pH range, high in safety to skin and having high effectiveness, and to prepare a cosmetic containing the same. SOLUTION: The developed zinc (II) complex contains a zinc source and ligands comprising amino acids and oligopeptides, each being a biological material, and compounds as their derivatives.
