<p><P>PROBLEM TO BE SOLVED: To provide a rating system for rating measures against global warming, in which the degree of achievement of measures against global warming is evaluated for each enterprise, and a method thereof. <P>SOLUTION: A guide planning system 1 for the measures against global warming prepares a guide for the measures against the global warming and a specific plan preparation system 2 prepares a plan based on the guide. After executing the plan, an evaluation system 3 performs evaluation for excellent work. A rating result output system 4 discloses and recognizes the excellent work on the basis of the evaluation.
