IMAGE ENCODING DEVICE

摘要

PROBLEM TO BE SOLVED: To provide an image encoding device determining a compression parameter without requiring time compared with a conventional image encoding device.

SOLUTION: This image encoding device is provided with: a block dividing means 10 for dividing an image into a plurality of blocks; a block selecting means 11 for selecting blocks obtained by excluding at least one block from the divided blocks; an encoding information generating means 12 for compressing the selected blocks to generate encoding information; a compression parameter determining means 13 for determining a compression parameter for compressing the image on the basis of an encoding amount of the encoding information; and an image compressing means 14 for compressing the image using the compression parameter.
