PROBLEM TO BE SOLVED: To provide a light-diffusing sheet which is made to have a uniform and smooth surface, the manufacturing step of which is simplified and which is inexpensive, by applying a foamed emulsion to a base material sheet to form the light-diffusing sheet. SOLUTION: This light diffusing sheet is manufactured by forming a substantially opaque layer on the base material sheet. The substantially opaque layer is formed by applying the emulsion, and the emulsion contains a white inorganic substance. The white inorganic substance is added to the emulsion formed beforehand.
