PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of diffusing the toner recovered to a brush roller and returning the same to an image carrier without the problems of the wear and deformation of the brush roller. SOLUTION: The image forming apparatus for forming the image by transferring the toner image on a photoreceptor drum 2 onto a body to be transferred includes: the brush roller 51 which comes into contact with the photoreceptor drum 2 while rotating around a shaft, temporarily recovers the transfer residual toner on the photoreceptor drum 2, and discharges the recovered toner onto the photoreceptor drum 2; a disturbance member 52 which scatters the toner recovered to the brush roller 51 at a place other than the contact place in the brush roller 51 with the photoreceptor drum 2; and a shifter 53 which changes the pressure contact state of the disturbance member 52 with the brush roller 51.
