PROBLEM TO BE SOLVED: To provide an injection hole member that facilitates atomization of liquid spray, suppresses sticking of deposit, easily controls spray form, and realizes a very high rate of injection flow; to provide a fuel injection valve using the injection hole member; and to provide a manufacturing method for the injection hole member. SOLUTION: A plurality of recesses (portions where concave parts 4 and convex parts 6 are formed) are formed in an injection hole plate 1. The concave part 4 is formed on an end surface 1a on the inlet side of an injection hole 2, with the area of a flow passage decreasing in the direction of depth. The convex part 6 is formed on the outlet side of the injection hole 2, with the periphery of a transverse section decreasing in the direction of protrusion. At least one inlet of the injection hole 2 is opened in each concave part 4. The injection hole 2 penetrates the injection hole plate 1 through the convex surface 6a of the convex part 6 formed underneath each concave part 4.
