<p><P>PROBLEM TO BE SOLVED: To realize reversible video encoding with high compression efficiency while maintaining affinity with H. 264 standard. <P>SOLUTION: In each small block that is currently encoded, a predictive residual signal R is calculated by intra-frame prediction or inter-frame prediction in accordance with a predictive mode according to an encoding method of H. 264 standard (S101 and S103). A prediction coefficientαis also calculated, the prediction coefficientαis used to apply spatial linear prediction to the predictive residual signal R, and a residual conversion signal P is obtained(S102 and S104 to S106).
