PROBLEM TO BE SOLVED: To enable camera images in a high-illuminance or low-illuminance environment to be inexpensively corrected in luminance without using two or more images even in the case where a scene change takes place in moving images. SOLUTION: Pixel number converting units 31 to 34 multiply two or more pixel value coefficients in frames to change the number of the pixels, and a microcomputer 10 changes the coefficients of the number converting units of pixels to make corrections for the camera images photographed in a low-illuminance or high-illuminance environment.
