PROBLEM TO BE SOLVED: To make it possible to easily find out whether or not a fraudulent action has done by enhancing the easiness and safety of seal. SOLUTION: A binding band 6 is wound from outside around a housing box comprising a case base 1 and a case cover 2 in which a circuit board 3 is mounted being passed through band inserting portions 28, 27, 16, 17, 37, 29 in this order, mutually overlapped one end portion and the other end portion of the binding band 6 are inserted the band inserting hole 41 of a seal tool 7, a seal portion 43 depressed receiving heating and compressing from a seal instrument is formed in the seal tool 7 by pinching the seal tool 7 using the seal instrument, and the binding band 6 is sealed by the seal tool 7 having an IC tag 42 so as not to be able to be opened.
