PROBLEM TO BE SOLVED: To provide a concrete segment attached to an inner surface of an excavated tunnel, for example, as a lining material, and in particular, a segment with a fire-resistive material mounted on the surface in an integrated manner and its manufacturing method, by which the segment with the fire-resistive material can be manufactured easily at low cost without locally applying an excessive or unreasonable force to the fire-resistive material by the weight of the concrete. SOLUTION: In the segment with the fire-resistive material, the fire-resistive material is mounted on the surface of a segment body, which is formed to have a predetermined shape, in an integrated manner. The fire-resistive material is formed by a fire-resistive material forming slurry covering the surface of the segment body to a predetermined thickness and then being hardened. According to the manufacturing method for the segment with the fire-resistive material, the fire-resistive material having the predetermined thickness is formed on the surface of the segment in the integrated manner by covering the surface of the segment body, which is formed to have a predetermined shape in advance, with the fire-resistive material forming slurry to the predetermined thickness, and then hardening it.
