PROBLEM TO BE SOLVED: To accurately perform a measurement of position or speed by enabling accurate determination of whether a receiving signal is a reflected wave or a direct wave, or based on the mixing thereof. SOLUTION: Positioning measurement of a receiving point and determination of a position change rate Rv thereof are performed based on a plurality of satellites except a determination object satellite, and based on orbit information of the determination object satellite, the position of the receiving point and a determination time, a position change rate Sva of the object satellite is determined at the determination time. By use of the position change rate Rv of the receiving point and the position change rate Sva of the determination object satellite, a carrier phase change rate Cva' which corresponds to receipt of direct waves from the object satellite is estimated. The slippageεbetween a carrier phase change rate Cva by observation of radio waves from the object satellite and the estimated carrier phase change rate Cva'of the object satellite is determined, and the propriety of adaptation or reliability for observation results by the object satellite is determined according to the magnitude ofε.
