PROBLEM TO BE SOLVED: To provide a means for inhibiting a skin care preparation for external use containing an oceanic material from undergoing time-lapse changes, such as precipitations of starch, during storage, which results from the environmental difference of the material between dissolution in seawater and dissolution in the skin care preparation for external use. SOLUTION: The skin care preparation for external use contains (1) the oceanic material selected from among sea mud, an oceanic algae extract, and oceanic collagen and (2) a polyethylene glycol having an average molecular weight of 100,000 to 5,000,000. It is preferable that the oceanic material contains fucoidan. It is preferable that the content of fucoidan is 0.01 to 1 mass%, in total, based on the total weight of the skin care preparation for external use.
