<P>PROBLEM TO BE SOLVED: To provide a non-contact IC card and a portable non-contact IC card housing member capable of stabilizing communication with a reader. <P>SOLUTION: Even when a communication interference member 9 such as another non-contact IC card is housed together in a commutation ticket holder 8, a non-contact IC card 13 of use target is isolated from the communication interference member 9 by means of a high-permeability material layer 2. Therefore, a magnetic field M1 emitted from an antenna 7 on the reader side penetrate through the non-contact IC card 13, and the penetrating magnetic field M2 does not penetrates through the communication interference member 9, but penetrates through the inside the high-permeability material layer 2 magnetically having a small resistance, and radiates from its end portion.
