PROBLEM TO BE SOLVED: To effectively collect information for estimating section traveling time required when a vehicle passes through a specified road section. SOLUTION: An in-vehicle device provides a standard traveling time table and a group of compensating coefficient tables, in advance to estimate a section traveling time. The in-vehicle device also provides a running section identifying means for identifying a running road section and a running direction and a section traveling time reporting means. The section traveling time reporting means compares a section traveling time actually required, when the vehicle passes through the specific road section with an estimated section traveling time calculated from a standard traveling time table and a group of the compensating coefficient tables, on the basis of a predetermined calculation rule. When the difference is within a predetermined allowable tolerance, the fact that the difference is within the predetermined allowable tolerance is transmitted to an information collection center, together with road sections, running directions, and variable factors at that time. When the difference exceeds the allowed tolerance, the actual section traveling time is transmitted to the information collection center, together with the road section, running directions, and variable factors at that time.
