PROBLEM TO BE SOLVED: To provide a communication system wherein any terminal at any point can act like a VoIP terminal in an intranet and which can realize secure VoIP communication. SOLUTION: A VoIP terminal 1-1 uses a security card reader to read and store user information and a telephone number from a security card and transmits an authentication request to an IPSec gateway 42 by attaching the user information to the request. The IPSec gateway 42 transmits the authentication request to an authentication server 42 on the basis of the user information, the authentication server 41 authenticates the user information on the basis of preset user information and discriminates connection permission. When the authentication by the authentication server 41 is permitted, the VoIP terminal 1-1 transmits a security path connection request in compliance with the IPSec to the IPSec gateway 42, the IPSec gateway 42 sets a security path in compliance with the IPSec between VoIP terminals and between the VoIP terminals and the IPSec gateway 42, and makes a registration request of positional information of the terminals to a call control SIP server 32 through the path.
