PROBLEM TO BE SOLVED: To provide a surge absorber wherein a plurality of sets of surge absorbers can be mounted on a circuit. SOLUTION: This surge absorber is equipped with an insulating substrate 11 formed of an insulating material, two pairs of discharge electrodes 15-18 disposed face to face through a discharge gap 12 on one face 11A of the insulating substrate 11 and each formed up to different fringes, a box like lid body 22 fixed to the periphery part of the insulating substrate 11 including base ends of two pairs of the discharge electrodes 15-18 through an adhesive 20 to form a discharge space 21 in the upper part of the insulating substrate 11, and two pairs of terminal electrodes 23-26 disposed at both ends of the insulating substrate 11 so as to be electrically connected with two pairs of the discharge electrodes 15-18 exposed at the fringes.
