PROBLEM TO BE SOLVED: To prevent a carbon graphite sheet from breaking and being disconnected due to external force, in an heating panel made to pinch and retain a planar heating element, having the carbon graphite sheet coated with an insulation film between top and bottom panel-like blocks. SOLUTION: A reinforcing sheet 12 of 3-spindle braided fabric or woven fabric 16 of reinforced fiber is laid on a carbon graphite sheet 10, which is then wrapped with an insulation film 13 from top and bottom to be set as the planar heating element.
