PROBLEM TO BE SOLVED: To realize such an actuator of optical pickup device that: the number of components is suppressible; an electromagnetic force for adjusting a tilt is satisfactorily obtained; and the miniaturization is feasible, and also to realize the optical pickup device and an optical disk device. SOLUTION: This actuator 1 of the optical pickup device is arranged integrally with a lens holder 2 and equipped with 1st and 2nd tilt coils 8a/8b for tilting the lens holder 2. In these 1st and 2nd tilt coils 8a/8b, the electromagnetic forces are generated in the direction of rotation around tilt axes by magnetic fields generated from a focus permanent magnet 6a and/or a radial permanent magnet 6b. Thus, the actuator 1 of the optical pickup device in this subject utilizes the focus permanent magnet 6a and/or the radial permanent magnet 6b without using a permanent magnet exclusively used for the tilt adjustment, when the tilt adjustment is carried out.
