PROBLEM TO BE SOLVED: To provide a method for producing a hydroxy compound, having an excellent characteristic capable of effectively recycling hydrogen chloride gas produced as by-product without accompanying the occurrence of dioxins, in the method for indirectly producing the hydroxy compound through a chlorinated hydrocarbon from a hydrocarbon and oxygen. SOLUTION: This method for producing the hydroxy compound comprises a chlorination step for obtaining a chlorinated hydrocarbon and hydrogen chloride from a hydrocarbon and chlorine, a hydrolysis step for obtaining a hydroxy compound and hydrogen chloride from the chlorinated hydrocarbon and water and an oxidation step for obtaining chlorine by reacting hydrogen chloride obtained in the chlorination step and/or oxidation step and recycling at least a part of the chlorine to the chlorination step.
