PROBLEM TO BE SOLVED: To provide a hydraulic cement composition and cement concrete having excellent strength development characteristics in a low temperature environment, and excellent in sulfate resistance and carbonation resistance. SOLUTION: The hydraulic cement composition has a vitrification rate of 70% or more, and comprises CaO, Al<SB>2</SB>O<SB>3</SB>, SiO<SB>2</SB>, and Li<SB>2</SB>O. The hydraulic cement composition comprises CaO of 40-55 parts, Al<SB>2</SB>O<SB>3</SB>of 25-40 parts, SiO<SB>2</SB>of 10-25 parts, and Li<SB>2</SB>O of 1-10 parts. Furthermore, the hydraulic cement composition containsγ-C<SB>2</SB>S. A cement concrete hardened body and a cement concrete structure are produced using the hydraulic cement composition.
