PROBLEM TO BE SOLVED: To surely exhibit prescribed sealing performance at all times by inhibiting the deflective deformation of a valve element caused by fluid pressure, and simultaneously inhibiting the accumulation of chips on a valve seat of a depth-side portion radially opposite to a valve element inserting port. SOLUTION: The valve element 2 comprising a first seal material 2D capable of being pressed and kept into contact with a first valve seat 19A formed on the inner wall face of a valve casing A mounted over both cut remaining pipe parts 1B is inserted from the radial direction, one end in the valve inserting direction of the valve element 2 is provided with a cover 2A comprising a second seal 2E capable of being pressed and kept into contact with a second valve seat 19B formed on the inner peripheral wall face faced to the valve element inserting port 8 in a state of being continued from the first valve seat 19A, the depth-side portion radially opposite to the valve element inserting port 8 of the inner wall face of the valve casing A is formed with a cylindrical inner peripheral wall face along the valve inserting direction, and the other end in the valve inserting direction of the valve element 2 is provided with a flange 2C comprising a third seal material 2F capable of being pressed and kept into contact with a third valve seat 19C formed on the inner peripheral wall face in a state of being continued from the first valve seat 19A.
