PROBLEM TO BE SOLVED: To provide a radio base station capable of lowering the device cost of the whole radio communication system. SOLUTION: A radio base station of the radio communication system wherein a mobile communication terminal 21 and a plurality of radio base stations 10<SB>1</SB>to 10<SB>n</SB>are connected to a network 30 and a terminal 40 dedicated to computation is connected to the network has a prediction request means 12 of requesting the terminal dedicated to computation to predict the reception state of the mobile communication terminal based upon peripheral environment information and movement information reported from the mobile communication terminal and receives the reception state of the mobile communication terminal as a prediction result from the terminal dedicated to computation and a switching means 17 of switching the rate of transmission to and from the mobile communication terminal according to the reception state of the mobile communication terminal as the prediction result.
