PROBLEM TO BE SOLVED: To reduce costs for a pulley with built-in clutch. SOLUTION: An one-way clutch 4 is incorporated between an inner member 1 having a screw hole 14 and a square hole 15 on its center axis, and a belt guide ring 2 mounted at an outer side of the inner member, and a sprag 10 of the one-way clutch 4 is engageable with a cam face 7 formed on an outer periphery of the inner member 1. The inner member 1 is composed of carbon steel corresponding to S45C-S55C, and the cam face 7 of an outer periphery of the inner member 1 is high-frequency hardened to reduce the cost.
