PROBLEM TO BE SOLVED: To provide a damper of a building capable of absorbing much energy even if the deformation of a building skeleton resulting from earthquake etc. is small and exhibiting strong damping force. SOLUTION: A pendulum member 4 is supported by a pair of supporting sections 3 and 3 provided to a frame 2, a vibration control box 5 is opposed to the end section of the pendulum member 4 and is mounted on the frame 2, the vibration control box 5 is equipped with a pair of vibration control rubbers 16 and 16 mounted to the inside of a box 15 and a plate 17 inserted between these vibration control rubbers 16 and 16 and fixed to the vibration control rubbers 16 and 16, and the plate 17 is connected to the end section of the pendulum member 4.
