PROBLEM TO BE SOLVED: To provide illegal operation prevention technology having great generality to respective terminals and capable of quickly setting the prevention of illegal operation by simple operation while considering various backgrounds. SOLUTION: In the illegal operation preventing method, information operation items are determined in accordance with operating functions of an operating system included in a user terminal, the determined operation items are outputted to a sheet, the setting operation of application authority for the operation items is received on the sheet, and the received contents are reflected to the operation policy of the operating system.
