PROBLEM TO BE SOLVED: To record and reproduce a TS (transport stream) to/from a recording medium as it is by shifting a recording and reproduction system from the conventional PS (program stream) system to a TS system and to enable dubbing between the TS system and the PS system by performing TS/PS conversion processing. SOLUTION: A moving image recording and reproducing device has a TS/PS controller 12, at least two recording medium controllers 13<SB>1</SB>and 13<SB>2</SB>connected to the TS/PS controller 12 to be able to record/reproduce the TS or PS, a PS controller 15, and at least one recording medium controller 16<SB>1</SB>connected to the PS controller to be able to record/reproduce the PS, wherein the TS/PS controller 12 and the PS controller 15 are connected through a path 18.
