PROBLEM TO BE SOLVED: To provide a liquid treatment method by discharge capable of enhancing treatment efficiency while performing streamer discharge, and a liquid treatment apparatus. SOLUTION: In the liquid treatment method constituted so that a pair of electrodes 5 and 6 are immersed in the liquid to be treated flowing through a pipe body and streamer discharge in a state that plasma does not reach the cathode 6 is formed between the electrodes 5 and 6 by dropping applied voltage before the plasma reaches the cathode 6, the flow of the liquid to be treated is throttled toward the center of the pipe body 3 on the upstream side of the pair of electrodes 5 and 6 so as to pass, through a plasma forming region.
