SOLUTION: This system 1 is provided with a usage acquiring part 304 for acquiring usage information including the demand and supply contract number and energy usage of each contractor, a point management database 414 in which the demand and supply contract number of each contractor and a point applied to the contractor are stored so as to be associated with each other, a reference usage database 410 in which the demand and supply contract number and energy reference usage of each contractor are stored so as to be associated with each other, a comparison discrimination part 308 for comparing the energy reference usage stored in the reference usage database 410 with the energy usage included in the usage information corresponding to the demand and supply contract number for discrimination, a point calculating part 310 for calculating the number of points corresponding to a difference between the energy reference usage amount and the energy usage amount only when the energy usage amount is smaller than the energy reference usage amount and a point adding part 311 for adding the calculated number of points to a point management database 414 for each demand and supply contact number.
