<P>PROBLEM TO BE SOLVED: To effectively use resource energy, by further effectively joining a correlation between precise grasp of a climatic characteristic and seeding and planting of a town making planning place. <P>SOLUTION: As grasp of the climatic characteristic and a greening method of the town making planning place 1, first of all, a surrounding building, a natural environment and a site condition of the planning place 1 are investigated (a first process). Next, a tendency of a meteorological condition of the planning place 1 is guessed on the basis of a meteorological condition provided at an observation point (an AMEDAS point) 2 of an areal meteorological observation system around the planning place 1 on the basis of its investigation result (a second process). Next, road-housing site dividing design and plan cultivating design are performed for creating an indoor climate of being cool in summer and warm in winter by adjusting the climatic characteristic of the planning place 1 (a third process).
