PROBLEM TO BE SOLVED: To provide a telephone adaptor that eliminates the need for a caller to do something special including adding the identifying number of a carrier (telephone company) from which to receive a telephone rate discount, to every phone call the caller makes from a fixed-line telephone to a cellular phone, when the caller receives the telephone rate discount to be provided to a call from the fixed-line telephone to the cellular phone. SOLUTION: The telephone adaptor comprises a determination means for determining whether a dialing signal from a fixed-line telephone is a ringing signal to a cellular phone or not; an addition/delivery means for, when the dialing signal from the fixed-line telephone is determined to be the ringing signal to the cellular phone, reading carrier identifying information stored in a storage means to add the information to the dialing signal from the fixed-line telephone and to deliver the added dialing signal to a fixed telephone line; and no-addition/delivery means for, when the dialing signal from the fixed-line telephone is determined to differ from the ringing signal to the cellular phone, delivering the dialing signal from the fixed-line telephone as it is to the fixed telephone line.
