PROBLEM TO BE SOLVED: To provide a small-sized filter which has notch characteristics of sufficient depth. SOLUTION: The filter 10 which has a 1st line conductor 38 and a 2nd line conductor 40 fixed on the top surface of a high-dielectric-constant material layer 34 made of a high dielectric material to constitute a resonator, lid plates (ground conductor) 16 and 18 provided in parallel at a specified distance from the high-dielectric-constant material 34, and a 1st electromagnetic wave absorbing material layer 32 and a 2nd electromagnetic wave absorbing material layer 36 charged between the high-dielectric-constant material layer 34 and ground conductors 16 and 18, the filter 10 stops signals in a specified band from passing, is characterized in that a circumference of at least an end of a 2nd line conductor 40 whose overall length is shorter between a couple of a 1st line conductor 38 and a 2nd line conductor 40 constituting the resonator is covered with a material (air) having a lower dielectric constant than the 1st electromagnetic wave absorbing material layer 32.
