PROBLEM TO BE SOLVED: To provide a sheet processing device capable of properly arranging a sheet by stably pressing the sheet, and an image forming device. SOLUTION: The sheet S carried to a sheet loaded part 15 is carried in the reverse direction with respect to the sheet carrying direction by a returning means 7, so that the rear end of the sheet S is abutted on a reference wall 11 to regulate the rear end position of the sheet S. Between the returning means 7 and the reference wall 11, a guide means 12 to guide the sheet S to the reference wall 11 is rotatably provided. By the guide means 12, the sheet S carried by the returning means 7 is energized by a first energization force to be guided to the reference wall 11. After the sheet S is abutted on the reference wall 11, the guide means 12 is energized by energization means 9 and 10 to press the sheet S by a second energization force that is larger than the first energization force with the rear end position regulated by the reference wall 11.
