PROBLEM TO BE SOLVED: To provide an optical disk recording/reproducing device capable of recording data without setting a predetermined preparation period for recording. SOLUTION: At the start of initial data recording, recording is started by an INC system (step S1). Then, determination is made whether recording in an unrecorded area by the INC system (step S2) is permitted. Then, when recording is determined to be inhibited, lead-out (Temp Lead-out) is recorded in the last part of a recording area (step S4). The recording system of a format 2RMD is then changed (step S5). Then, a format 3RMD is newly created to be recorded in the RMD of a management area (step S6).
