PROBLEM TO BE SOLVED: To provide a primer composition, which is excellent in adhesive property and by which a cured product (silicone rubber) of a heat-curable silicone rubber composition with high thermal conductivity can be adhered to various adherends. SOLUTION: The primer composition comprises a 100 parts by mass of an organoalkoxysilane or siloxane (I), 1 to 500 parts by mass of an alkoxysilyl-group-containing organohydrogensilane or siloxane (II), and 0.1 to 500 parts by mass of a dialkoxytitanium polymer (III). The primer composition of the present invention has good adhesive property and can be suitably used for bonding a heat-curable silicone rubber and particularly a heat-curable silicone rubber with high thermal conductivity to adherends such as metals (e.g., iron, aluminium, stainless steel, nickel, zinc, and tin-galvanized steel sheet) and various plastics. For example, the primer composition can be particularly effectively used for bonding metals or other various substrates that are used for rolling elements of copying machines or parts for the peripheries of engines to the heat-curable silicone rubber.
